Either the bolt holding the tensioner to the deck is loose or the spring has lost its sprung

Idk anything about Toro, but just dealt with a sort of similar issue on JD. Looks like you need to tighten some bolts tho

There is a known defect in Toro decks where the metal cracks where that pulley is attached. There is no long term fix.

Belt might run incorrectly it hitting the post on the center of the deck looks to been doing that for awhile you can see marks in in it

From the perspective this video was taken- check the pullies that are forward out of view(like underneath the engine) and to the right out of view(edge of mower deck pulley). Basically check the pullies connected on either side of the belt from the tensioner. You might have a bent pulley, failing bearing, loose pulley, etc causing the belt to go out of alignment and shake. I don’t actually think it’s the tensioner here, but it could be.

When we had troybilt pony this was a constant issue. We ended up selling it.
