I think you’re supposed to cover the stems rather than the tops

Those get pretty tall about 12 inches so youre good for now.

I’ve covered everything when hilling my potato plants and the stem always finds a way to pop right back up from being buried under the soil.

If your variety is indeterminate then feel free to hill the plant but I’d wait till it’s a bit taller. If it’s a determinate variety then you’ll gain nothing from hilling

I just hilled my older patch of potatoes, so here’s what I do. Once they get like 8–12 inches tall, add a layer of compost and then additional soil until you’ve only got 2 or 3 inches of leaves showing. Those can continue to provide energy while the stalk you just buried makes more potatoes.
