We've had our velvet for about 6 months. It grows new leaves like crazy, but no matter what I do they're always straight down. They don't feel floppy or wilted. The leaves and stalks are very strong.
There's no pests/diseases, no signs of under or over watering in the roots, stalks, or leaf colors. It's facing a floor to ceiling window. It's been repotted. I'm just at a loss why the leaves won't face up or never moves position.

Mine is a baby and grows like this, I think it’s pretty normal
But as u/logicallywords said this Warcewicii look small, this plant is a big calathea at maturity this plant is 2-3 feets wide by 2-3 feets tall 😅 I don’t know what is the size of your pot, but mine is in 10inch pot, and in couple months Walter will need a 12inch pot.
The leaves are down during the day and lift at night. This Calathea have the leaves look like that during the day, totaly normal. I can show your by messsge if you write to me!
Mine looks like this too. Even when they put their leaves “up” its more like a 90° angle. Looks healthy. You can repot it actually if you want it a bit bigger
Maybe it needs more light. From your picture it looks like if it grew normally, the top of the leaves wouldn’t get any light.
I’m still learning how to keep my plants alive so take my advice with a grain of salt lol but I have this exact type of calathea and mine was very droopy as well with the leaves looking like they are drying out. I kept mine in what I thought was a low light area, but I ended up moving mine a few days ago to a pretty dark corner in my living room and it perked up quite a bit within a day. It may be something to try out for a day or two and see if you notice a difference?
They grow like this. Mine is happy and flowers. The leaves are all flopped down like yours.
