Aphids but I’m not sure. I would try to remove then manually. Or if you aren’t growing anything edible maybe something like a specific pesticide for gardens.

Insecticidal soap is your ally. You spray it on, it removes a protective film on the bugs, so they dehydrate and die. The trick is to repeat twice weekly for a few weeks, as eggs aren’t affected until they hatch. Ideally, you’ll get the hatchlings before they get a chance to lay new eggs.
If its outdoors, I would check for beneficial insects like ladybugs before spraying, and pick them off by hand, because the soap will affect them too.

About 2 tablespoons of liquid dish soap to a gallon of water.spray the plant with it. Kills on contact then take a soft cloth or wipes and clean the leaves. Worked for me
