This is my mom’s plant and it’s pretty old, I think she’s had it over 10 years but not sure on exact age. She is wondering what is wrong with it and how to help it? She’s thinking of cutting off the green and replanting them. The grey part is not soft or mushy. She lives in southern california and it’s outside. Thanks for any help!

This looks much like a Austrocylindropuntia subulata f. monstrosa, but I might be wrong, I am not familiär with monstrosaes.
The grey is just corking and comes with age.
Cut the new growth on the right off, repot it into a bigger pot, maybe brush off the spider web and give it a sunny spot after a week.
The light gray is old and corked it’s a thing with age like bark on a tree it’s fine and normal
