This looks like the Dry Garden at Beth Chatto’s Plants & Gardens. The Dry Garden was formed from the old car park which has horribly soil to begin with anyway but they added in some organic matter but the garden itself is never watered and has never been since it was created about 30 years ago. If you’re in proximity to Colchester near where the garden is the plants here will likely survive your climate but if you’re further west or north some plants might not survive the winter as we are basically in both the sunniest/driest part of the country here so can get away with a lot more half hardy plants. In terms of identifying the plants themselves if you search the Beth Chatto website you can search by dry conditions which should give you a list of all the plants used in the dry garden or could be used. Won’t be possible for someone to identify all of them in this picture alone as the photograph is too low res and the number of plants in the garden is massive but the info I’ve given you should give you enough to go on.

I think the hot pink flowering plant is Gladiolus Byzantinus
