Have a gravel patch that I want to turn into a not-a-lawn.
I've sifted out several ton bags since taking this photo, to a depth that I could now add about 8cm of topsoil to make it level with the concrete slab.
Beneath that would be a mix of pebbles and soil, at best 50:50 ratio and probably more peddle that soil
Will that be deep enough, or do I need to take out more pebbles and add in more topsoil?

I’m no expert, but 8cm (roughly 3 inches) of topsoil should be fine. That’s about what I have here in my part of Ontario, Canada over the native clay, and our clover is doing just fine. The nice thing about clover is that it roots just about anywhere and as a nitrogen fixer, it fertilizes the soil just by being there.
Just remember that with all the gravel it will be well drained soil, so watch the watering until the ground cover gets established. I might be tempted to turn the existing soil/gravel mixture over a few times, maybe with some compost or compost/topsoil blend.
That’s deep enough … the roots can go through the gravel and dirt mix easily.
