There is an oozing of foam from the trunk that smells a bit like fermentation. There are bite marks all over the leaves that I will also attach.
ChatGPT recommend I apply a water/dishsoap mix on the trunk and a fungicide. I’ve applied the dishsoap solution and have yet to buy fungicide.
Anyone know what’s happening here?
The taller tree next to it feels sturdy and has no bite marks.

That’s not good, Yucas stem are very hardy. Could it mean the stem is rot and that’s what smell bad.
Not an expert but with that level of mushiness I’d wager it’s stem rot and too late to save it. Maybe with an incision / drainage cut to get rid of the fluid inside? Any cats in the house that might nibble on your palm tree?
I’ve read that cutting and propagating works pretty well for yucas in water. Maybe that’s an option to save the top growth or the stem after cutting out the rot. But maybe wait for some more feedback from other users that might be more knowledgeable than me.
Maybe also check your soil and pot for good drainage. Does it have holes? It’s the soil gritty? Is it waterlogged?
That stem is totally rotten. You can cut the top off, let it dry a bit, and then repot in very gritty soil. Yucca need as much light as possible and infrequent but thorough watering.
That’s rotten and you can’t fix it. It likely rotted from the roots up, they are sensitive to over watering. The best thing you can do is see which bits aren’t rotten, feel for any firm bits and see if you can propagate them. I had a rotten Yukka years ago, I chopped it’s head off and re rooted it in water, It’s still alive now.
You should check the roots of the healthy one too so if they are also rotting you can take action before it gets like this.
I’m not expert on yucca plants, but I’m gonna suggest that if you have separate plants you get the healthy one out of there asap. I’ve dealt with rot in other plants and it’s very infectious.

The stem and roots feel solid, saveable? Why would the rot start from the top?

this looks like rot, not experienced w the plant either but i’d cut back to healthy tissue and also look into methods for rerooting specially for this plant
