Is it ok to repot this cathedral window haworthia while it is flowering?

The traditional answer is to wait until it’s done. However, I’ve done it with a just bought limifolia that was flowering & so rootbound it was cracking the plastic nursery pot it was in. I very carefully broke the pot around it and plopped it into a larger pot, touching the roots as little as possible. It continued to flower over the next month and was unscathed. Just don’t mess with the root ball, and you should be fine.

Unless you’re counting on getting seeds from it (repotting can be stressful), I don’t see why not. I just repotted 10 of mine that are flowering because it was a convenient time. You could always cut the flower stalk off if you are concerned that will impact how it handles the repot.
