I’m not sure if these are scales, but I got mine off by dabbing a cotton swab soaked in 70% rubbing alcohol on them.

Scale insects. If you’re trying to use more natural methods you have to scrape off every one you see before you wash it, soap etc won’t get to them under their little shells. Anything wooden with a flat scrapey edge is usually a good scraper. Although the best scraper is probably your fingernail, that can be a bit gross.
Look out for smaller paler younger ones. They are a lot harder to see

I have these on my orchids and they are annoying. I’ve been using the rubbing alcohol when I see them. I tried spraying with hort oil (only once) but it didn’t seem to help. Good luck.
