Lol my carrots looked the exact same. The worst thing is I have no idea why.
I suspect my spacing may have been tight, but I followed the directions on the package. Probably not enough sunlit. Tops seemed very healthy.
Didn’t have any issues with anything else in my raised bed garden.

Carrots always take longer for me than the seed packets say. I just let them go and I end up with really nice ones. A few usually end up in the ground long enough to become relative monsters.

I had something similar with radishes, they were all mini sized 🤣 it was the wrong season I think, it only gets as low as about 40° here

Are you thinning them at some point? I had the same issue with carrots being really small and found out it was because I was clumping them together. It’s hard not to do because the seeds are so small, so you wait until they’ve grown a bit (I can’t remember off the top of my head when, but you can look it up) and then remove smaller ones so that you have better spacing. I tried this last year and got really good sized ones.

I’d just mix some lobster soil compost in your beds a replant them — looks like they just need some more time.
