Had new sod put down last year and it didn’t last long. Small yard, kids and a dog, so I’m not expecting it to be perfect, just better than it currently is. From my research it sounds like I should aerate, topsoil, seed. Does that sound correct?

That looks wet. Is it draining/holding water?

Your research is correct. Judging by the fact that I have space between the yard and the bottom of the fence I’d assume you have some drainage/erosion issues as well. When trying to get a large amount of grass to grow I typically use the cheap orange construction fencing to keep the dog and kids out of that area for about a month until the see has taken and is a couple inches tall.

Soil test, contact college of agriculture, they will do it for a small fee. See if you need lime, fertilizer or whatever. Aeration looks like a good idea. Get the one that pulls out the little plugs. There likely all kinds of lawn information the agriculture extension office. They exist in part to help people with these sorts of issues. Good Luck.
