Could be a muskrat hole. It looks like the hole that is in the yard of the Fire station I work at.
Edit: maybe not. I looked at your description and you said it is not deep. Sorry.

Wildlife control guy here. This was not caused by an animal, otherwise the volume of dirt missing would be piled right there. The pic is really focused on that spot so I can’t see the surroundings for context. But when I get called to look at holes like this, it’s typically something like (a) an old farmhouse basement was collapsed in, leveled, and there are air pockets, (b) a tree once stood there and degradation of the stump root system opened a pocket, or (c) unground water movement such as a broken drain or waterline.
