Panoramic photo attached. I’m in the PNW, so we are getting quite a bit of rain now. We do have a small slope to the left of the photo , but there seems to be water building on the top of the photo and the top right separately as well.

I’m not sure where to start to prevent this – hoping I can do some work this spring/summer to prevent this from happening come next fall.

You build the soil up a little on one side so there’s a slope to run down, and install a drain at the bottom of the slope.

Better result than just putting a drain in

Slope it to your neighbors yard.. grading and drainage is the answer. If this is the low spot, a sump/ grinder pump might be needed to get the water to the street or culvert.

Is this amount too much to improve via aerating or better soil mixture?

Hard to tell from the photo but it appears your backyard is a bowl allowing water to collect on your patio.

Ensure your gutters aren’t feeding into this bowl for a start, and check for any of your neighbors drains running into your yard as well.

To eliminate this you’d have to reroute your gutters away, and put in French drains to divert any flow from your neighbors property, unless they’d be willing to reroute their drains too.

Then you’d have to level your yard, ideally with a slight grade allowing rain to runoff away from your patio, which would also have to be elevated.

Where is stormwater runoff supposed to go?
Does your area have storm sewer or just a low scale at the edge of the street?

Gotta give it somewhere easier to go.

I saw a vid about collecting rain water. Maybe collecting water from the roof area might be enough for the water to not pool up?

That looks bad, maybe a drywell and anoverflow pipe that goes to the street. It’s pretty expensive, tho

I say it’s the trees and their height at the bases causing your water issue. Get rid of the trees, they’re not blocking anything and level that area and then do what they are telling you
