If it doesn’t produce UV then no, these lights will help your plants grow.

  2. It depends if you want your pepper seedlings to flower and fruit or just to grow big enough to transplant outdoors.

If it’s to grow big enough to transplant then yes these will work. If its to flower and fruit fully indoors, then no these will not work.

Shop lights are terrible for starting plants. You’d be a whole lot better off getting some stster domes and trays, and using smaller dedicated grow lights. This comes from years of experience growing pot, veggies, rare houseplants etc. I used dedicated grow t5s a few years ago, with them sitting almost on top of my pepper and tomato starts, and still ended up with etoliated and weak starts. Get a higher output, better spectrum set of grow lights and you will be a lot better off.

FYI, the barrina grow lights are the bare minimum you should be using. It sucks that good lights are more expensive, but the roi is a lot better.
