I've had this plant for about a year and a half. It only had 2 leaves. The middle one was growing in when it was gifted to me. But it's normal been about a year that I haven't seen anymore leaves. How can I promote new growth? I water it when the top 2 inches or so are dry. And it gets bright indirect light.

Give it the brightest light you can. These guys looooove light.
Pot is too small.
I have the same plant but the one that the whole leaves are one type of green I have it for around a year as I bought it December 2023 and it has even new stem and the leaves are getting a lot more then they were. It stays on bright indirect sun( well 2 hours a day it has direct sun) and I water it every 2 weeks until water comes down from the pot as I know the plants love to dry and then be watered good but it stays on somewhat cold place during the that the temperature is 13 degrees Celsius and during the night 10 idk if that will help but you can thy it in these circumstances maybe it will help if not buy some plant food for it (idk the name of the thing but it is the thing that you give them so the soil have more nutrients 😅)
Overpotted. Its developing its rootball before it grows upward, much like Bamboo’s dormancy. A rooting hormone (auxin) supplement can help shorten the time before upward growth. Make sure it has plenty of light.
Not sure how long you wait between waterings. But maybe try to not water for quite some time. These snake plants thrive on being left alone. You can try once a month or maybe even longer. And when you do water it doesn’t need to be much.
You can also try and pot in a smaller pot as mentioned before this will help the plant feel nice and secure and helps it get growth further and further up!
Light and heat. Heat and light. If the plant isn’t growing after 6 months, it’s almost always light. Occasionally, it’s also because the house/office is too chilly.
How much light, you ask? Mine is literally in my conservatory with a glass roof all year round getting direct sun from sunrise till mid afternoon with temps ranging from 0°c (briefly) to 45°c in summer. I water very infrequently & it’s even flowered.
