I've got a lot of philos, it's the first time I see growth from an internode. Anyone know what this could be? The Philo in question is a rugosum aberrant form.
Looks like some spider mite webbing at the base of that petiole, have you cleared it of pests? The growth point seems activated as a result of stunted/damaged growth from the node above it.

Honestly sometimes my plants just get bored and do random stuff like this. My Thai con prop activated 3 nodes and they’re all growing 😅 plants are insane.
Pretty cool tho, hope it ends up growing something nice for you!
