Using neem oil every week or so, and have been doing some manual removal. Haven't done a full manual scale removal yet, just wondering if y'all think it's worth my time or are these too far gone. TIA!

Depends on how much you like the plants, and how easy they are for you to replace. I’d skip the neem oil and use something like Captain Jack’s Super Soap, along with a systemic like Bonide granules if you can get it.
Edit- I didn’t see all those scale at the base in the first pic. That one is going to be awfully tough to even try to remove most of them manually. Systemic might get the job done, there’s too many nooks and crannies for most topical treatments to get them all though.
Yes, toss and replace them.
It will be much easier and less costly (financially and effort-wise) than treating them. Make sure to wipe down all the surfaces before putting new plants on them.
ETA: manual removal is essential for scale. Spraying them with pesticides does nothing, as that hard shell protects them from it.
