Since they're still growing peppers I assumed they can be saved?

    Once leaves are cold damaged, they do not come back.

    Harvest what you can and cut every plant down to the base. If the roots are still viable, they “may” sprout new growth, but the top of every single plant in your photos, are/is finished.
