It’s hard to get a good look at the bugs… Almost look like Aphids maybe? Potentially Whitefly by going by the colour but even zooming in it’s hard to tell. If you could get a clearer picture that’s help immensely.
Either way insecticidal soap should help, be sure not to over apply.
