What a weeding job!
For a job like that I use the weeding claw. It has a heavy duty 4 prong claw that has a 3 foot rise with a handle bars on top. With it you work it, by twisting it. It will rip the compacted roots of all of that mess, and make it easier to get in to do the weeding.
You do such a great job and a lot of hard work getting it weeded and cleaned up. And, it is why weeding is not my favorite yard care job.
You all did a huge amount of work here. The owner needs to dig it all out replant. I suppose you got a self appointed neighbor watchman😜Thank you for your service😍
